  • "A New Procedure of Radio Frequencies Allocation will be More Liberal to the Market Participants," Communications Regulatory Authority press release, 13 October 2005, in English: "Since 14 October 2005 new regulations of 'Radio Frequencies (Channels) Allocation and Usage' prepared by the Communications Regulatory Authority of the Republic of Lithuania (hereinafter - RRT) are coming into force. The regulations define a more liberal procedure of the usage of the limited resources, i.e. radio frequencies and channels. In comparison to the ones valid before, the new regulations prepared by RRT are supplemented with the following provisions: [Unallocated] radio frequencies (channels) will be allocated for non-commercial experimental usage purposes... A possibility for the radio frequencies (channels) users to transfer the allocated right to use unlimited radio frequencies (channels) to other persons. A person, who is willing to transfer his right to use radio frequencies to other person, has to apply RRT, which will make a decision regarding the granting of such a right and determination of the transfer conditions..."

  • "Lietuvos Telekomas develops wi-fi network in Lithuania," by John Tilak, DMEurope.com, 21 October 2005: "Lietuvos Telekomas (LT) has launched high-speed wireless internet, enabling private and business customers to use the internet at frequently visited places in the larger cities. LT has some 100 high-speed wireless internet zones available in the country. The company plans to triple this number by the end of this year. During the initial stage, wireless internet zones will be set up at cafés, shopping centres and petrol station chains in Vilnius, Kaunas, Klaipeda, Šiauliai and Panevežys... It is planned that until the spring of 2006, all users will have an opportunity to use LT's wireless internet free of charge."
  • "TEO is developing one of the largest wireless Internet networks in Europe," TEO LT press release, 14 February 2007: "...TEO intends to increase the number of WiFi hot spots from 900 to 20,000" in Lithuania by 2009.
  • Article 50 Part 2 Point 1 of the "Law on Electronic Communications of the Republic of Lithuania" (link is to the official English translation), Official Gazette, No. 69-2382 [2004]) says radio frequencies may be used without individual authorisation if allowed by the Communications Regulatory Authority.
  • "Draft Order of the Director of the Communications Regulatory Authority of the Republic of Lithuania 'on the amendment of Order No. 1V-27... "on the approval of the list of radio frequencies/channels, which may be used without an individual authorisation" ' ": effective 18 May 2005, this adds several frequency bands and applications to the previous version (2003).
